Close, the surgery makes the stomach smaller but it also bypasses part of the small intestine. Making the stomach smaller is for portion control and making you feel full, which you could accomplish purely through self control. But bypassing part of the small intestine reduces the absorption of some of the calories, which you could not accomplish without surgery.

But yes, you could accomplish almost the same results by simply using self control. But the surgery is mostly for people who have been obese for many years, tried many other methods, and have not been able to manage the self control necessary to so severally reduce portions. Hunger is a strong biological impulse, which the surgery can significantly reduce.
